How does it do this? Obviously it doesn't walk up to employer's buildings and bash down the doors - instead, it compels a positive response and reaction from the employers, HR or recruiters who review it.

In other words, it sells YOU. YOU are the product! You have to showcase what's in it for employers to hire you - how will they benefit? What is it you offer that other candidates do not? And how does your resume best showcase this crucial information?
